ਡੈਸਕ- ਉਤਰਾਖੰਡ ਵਿਚ ਪੇਪਰ ਲੀਕ ਮਾਮਲੇ ਵਿਚ ਰਾਜਭਵਨ ਨੇ ਆਰਡੀਨੈਂਸ ਜਾਰੀ ਕੀਤਾ ਹੈ। ਗਵਰਨਰ ਲੈਫਟੀਨੈਂਟ ਜਨਰਲ ਗੁਰਮੀਤ ਸਿੰਘ ਨੇ ਉਤਰਾਖੰਡ ਪ੍ਰਤੀਯੋਗੀ ਪ੍ਰੀਖਿਆ ਆਰਡੀਨੈਂਸ 2023 ਨੂੰ ਮਨਜ਼ੂਰੀ ਦੇ ਦਿੱਤੀ ਹੈ।
ਮੁੱਖ ਮੰਤਰੀ ਪੁਸ਼ਕਰ ਸਿੰਘ ਧਾਮੀ ਦੀ ਮਨਜ਼ੂਰੀ ‘ਤੇ ਰਾਜਪਾਲ ਨੇ 24 ਘੰਟਿਆਂ ਦੇ ਅੰਦਰ ਇਹ ਕਦਮ ਚੁੱਕਿਆ ਹੈ। ਇਸ ਕਾਨੂੰਨ ਤਹਿਤ ਜੇਕਰ ਕੋਈ ਕਾਨੂੰਨੀ ਪ੍ਰਿੰਟਿੰਗ ਪ੍ਰੈੱਸ, ਕੋਚਿੰਗ ਇੰਸਟੀਚਿਊਟ ਜਾਂ ਮੈਨੇਜਮੈਂਟ ਸਿਸਟਮ ਨਕਲ ਕਰਨ ‘ਤੇ ਦੋਸ਼ੀ ਪਾਇਆ ਜਾਂਦਾ ਹੈ ਤਾਂ ਉਸ ਨੂੰ ਉਮਰ ਕੈਦ ਤੇ 10 ਕਰੋੜ ਰੁਪਏ ਜੁਰਮਾਨਾ ਭਰਨਾ ਹੋਵੇਗਾ।
ਇਸ ਕਾਨੂੰਨ ਮੁਤਾਬਕ ਜੇਕਰ ਭਰਤੀ ਪ੍ਰੀਖਿਆਵਾਂ ਵਿਚ ਕੋਈ ਵਿਅਕਤੀ ਸਾਜਿਸ਼ ਰਚਦਾ ਪਾਇਆ ਜਾਂਦਾ ਹੈ ਤਾਂ ਉਸ ਲਈ ਵੀ ਸਜ਼ਾ ਦੀ ਵਿਵਸਥਾ ਕੀਤੀ ਗਈ ਹੈ। ਭਰਤੀ ਪ੍ਰੀਖਿਆ ਦੌਰਾਨ ਉਮੀਦਵਾਰਾਂ ‘ਤੇ ਸਜ਼ਾ ਦਾ ਵੀ ਪ੍ਰਬੰਧ ਹੈ। ਪ੍ਰੀਖਿਆ ਦੌਰਾਨ ਧੋਖਾਧੜੀ ਕਰਦੇ ਫੜੇ ਜਾਣ ਜਾਂ ਧੋਖਾਧੜੀ ਕਰਦੇ ਫੜੇ ਜਾਣ ‘ਤੇ ਘੱਟੋ-ਘੱਟ ਤਿੰਨ ਸਾਲ ਦੀ ਸਜ਼ਾ ਅਤੇ ਪੰਜ ਲੱਖ ਰੁਪਏ ਤੱਕ ਦੇ ਜੁਰਮਾਨੇ ਦੀ ਵਿਵਸਥਾ ਹੈ। ਜੇਕਰ ਕੋਈ ਉਮੀਦਵਾਰ ਦੂਜੀ ਪ੍ਰੀਖਿਆ ਵਿੱਚ ਵੀ ਅਜਿਹਾ ਕਰਦਾ ਫੜਿਆ ਗਿਆ ਤਾਂ ਉਸ ਨੂੰ ਦੁੱਗਣੀ ਸਜ਼ਾ ਦਿੱਤੀ ਜਾਵੇਗੀ।
ਮੁੱਖ ਮੰਤਰੀ ਪੁਸ਼ਕਰ ਧਾਮੀ ਨੇ ਕਿਹਾ ਕਿ ਉਤਰਾਖੰਡ ਵਿਚ ਹੁਣ ਜੋ ਵੀ ਭਰਤੀ ਪ੍ਰੀਖਿਆਵਾਂ ਹੋਣਗੀਆਂ, ਉੁਨ੍ਹਾਂ ਵਿਚ ਨਕਲ ਆਰਡੀਨੈਂਸ ਲਾਗੂ ਹੋਵੇਗਾ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਜਿਹੜੀਆਂ-ਜਿਹੜੀਆਂ ਪ੍ਰੀਖਿਆਵਾਂ ਵਿਚ ਗੜਬੜੀ ਦੀਆਂ ਸ਼ਿਕਾਇਤਾਂ ਮਿਲੀਆਂ, ਪਹਿਲਾਂ ਉਨ੍ਹਾਂ ਦੀ ਜਾਂਚ ਕਰਾਈ ਤੇ ਨਕਲ ਮਾਫੀਆ ਨੂੰ ਗ੍ਰਿਫਤਾਰ ਕਰਕੇ ਪ੍ਰੀਖਿਆਵਾਂ ਰੱਦ ਕੀਤੀਆਂ ਤੇ ਪ੍ਰੀਖਿਆਵਾਂ ਦੀ ਨਵੀਂ ਤਰੀਕ ਐਲਾਨੀ ਗਈ। ਨਾਲ ਹੀ ਉਤਰਾਖੰਡ ਟਰਾਂਸਪੋਰਟ ਨਿਗਮ ਦੀਆਂ ਬੱਸਾਂ ਵਿਚ ਉਮੀਦਵਾਰਾਂ ਲਈ ਮੁਫਤ ਯਾਤਰਾ ਦੀ ਵਿਵਸਥਾ ਕੀਤੀ ਗਈ ਤੇ ਪ੍ਰੀਖਿਆ ਫਾਰਮ ਦੀ ਫੀਸ ਵੀ ਨਹੀਂ ਲਈ ਗਈ।
ਨਕਲ ਕਰਦੇ ਫੜਿਆ ਗਿਆ ਉਮੀਦਵਾਰ ਚਾਰਜਸ਼ੀਟ ਦਾਖਲ ਹੋਣ ਦੀ ਤਰੀਕ ਤੋਂ 2 ਤੋਂ 5 ਸਾਲ ਤੱਕ ਡੀਬਾਰ ਕੀਤਾ ਜਾਵੇਗਾ। ਜੇਕਰ ਉਹ ਦੋਸ਼ੀ ਸਾਬਤ ਹੋ ਜਾਂਦਾ ਹੈ ਤਾਂ ਫਿਰ ਉਹ ਅੱਗੇ 10 ਸਾਲ ਤੱਕ ਪ੍ਰਤੀਯੋਗੀ ਪ੍ਰੀਖਿਆਵਾਂ ਵਿਚ ਸ਼ਾਮਲ ਨਹੀਂ ਹੋ ਸਕੇਗਾ। ਇਸ ਦੇ ਬਾਅਦ ਜੇਕਰ ਕੋਈ ਉਮੀਦਵਾਰ ਦੁਬਾਰਾ ਨਕਲ ਕਰਦੇ ਹੋਏ ਪਾਇਆ ਜਾਂਦਾ ਹੈ ਤਾਂ ਕ੍ਰਮਵਾਰ 5 ਤੋਂ 10 ਸਾਲ ਲਈ ਡਿਬਾਰ ਰਹੇਗਾ। ਫਿਰ ਦੋਸ਼ ਸਾਬਤ ਹੋਣ ‘ਤੇ ਉਸ ਨੂੰ ਉਮਰ ਕੈਦ ਦਿੱਤੀ ਜਾਵੇਗੀ।
