ਕਾਂਗਰਸੀਆਂ ਦੇ ਹੰਗਾਮੇ ਵਿਚਕਾਰ ਪਾਸ ਹੋਇਆ ਵਿਜੀਲੈਂਸ ਰਪੀਲ ਬਿੱਲ
ਚੰਡੀਗੜ੍ਹ- ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਸੈਸ਼ਨ ਦੇ ਤੀਜੇ ਦਿਨ ਦੀ ਕਾਰਵਾਈ ਸ਼ੁਰੂ ਹੋ ਗਈ ਹੈ। ਸਰਕਾਰ ਨੇ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚ ਵਿਜੀਲੈਂਸ ਕਮਿਸ਼ਨ ਰੀਪੀਲ ਬਿੱਲ 2022 ਪੇਸ਼ ਕੀਤਾ। ਵਿਜੀਲੈਂਸ ਕਮਿਸ਼ਨ ਨੂੰ ਦੂਜੀ ਵਾਰ ਭੰਗ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਸਰਾਰੀ ਮੁੱਦੇ ‘ਤੇ ਹੰਗਾਮਾ ਤੋਂ ਬਾਅਦ CM ਵੱਲੋਂ ਵਿਜੀਲੈਂਸ ਕਮਿਸ਼ਨ ਰੱਦ ਬਿੱਲ 2022 ਪਾਸ ਹੋ ਗਿਆ ਹੈ। ਫੌਜਾਂ ਸਿੰਘ ਸਰਾਰੀ ਖ਼ਿਲਾਫ਼ ਕੇਸ ਦਰਜ ਤੇ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰਨ ਦੀ ਮੰਗ ਨੂੰ ਲੈ ਕੇ ਵੈੱਲ ‘ਚ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਕੀਤਾ ਗਿਆ ।
ਸਪੀਕਰ ਨੇ ਅਕਾਲੀ ਵਿਧਾਨਕਾਰ ਗੁਨੀਵ ਕੌਰ ਮਜੀਠੀਆ ਨੂੰ ਬੋਲਣ ਦਾ ਸੱਦਾ ਦਿੱਤਾ । ਪਰ ਸ੍ਰੀਮਤੀ ਮਜੀਠੀਆ ਬੋਲਣ ਲਈ ਖੜੇ ਨਾ ਹੋਏ… ਤਾਂ ਸਪੀਕਰ ਨੇ ਕਿਹਾ ਕਿ ਤੁਹਾਨੂੰ ਕੋਈ ਵੀ ਬੋਲਣ ‘ਤੇ ਟੋਕਾ-ਟਾਕੀ ਨਹੀਂ ਕਰੇਗਾ ਪਰ ਉਹ ਬੋਲਣ ਲ਼ਈ ਨਹੀਂ ਉੱਠੇ ਤੇ ਉਹਨਾਂ ਡਾ. ਸੁਖਵਿੰਦਰ ਸੁੱਖੀ ਨੂੰ ਬੋਲਣ ਵੱਲ ਇਸ਼ਾਰਾ ਕੀਤਾ। ਡਾਕਟਰ ਰਾਜ ਕੁਮਾਰ ਚੱਬੇਵਾਲ ਨੇ PCS ਅਧਿਕਾਰੀਆਂ ਦੀ ਭਰਤੀ ਵਿਚ ਰਾਖਵਾਂਕਰਨ ਨੀਤੀ ਲਾਗੂ ਕਰਨ ਦਾ ਮੁੱਦਾ ਚੁੱਕਿਆ। ਸੁਖਪਾਲ ਖਹਿਰਾ ਨੂੰ ਸਮਾਂ ਨਾ ਮਿਲਣ ‘ਤੇ ਖਹਿਰਾ ਨੇ ਵੈੱਲ ‘ਚ ਜਾ ਕੇ ਵਿਰੋਧ ਪ੍ਰਗਟ ਕੀਤਾ।
ਅਮਰਿੰਦਰ ਸਿੰਘ ਰਾਜਾ ਵੜਿੰਗ ਨੇ ਕਿਹਾ ਕਿ ਆਂਗਣਵਾੜੀ ਵਰਕਰਾਂ ਨੂੰ ਤਿੰਨ ਮਹੀਨਿਆਂ ਤੋਂ ਅਜੇ ਤਕ ਤਨਖ਼ਾਹਾਂ ਨਹੀਂ ਮਿਲੀਆਂ। ਡਾ. ਬਲਬੀਰ ਨੇ ਕਿਹਾ ਕਿ ਮੀਂਹ ਵਰਦਾਨ ਹੁੰਦਾ ਸੀ, ਅੱਜ ਸਰਾਪ ਬਣ ਰਿਹਾ ਹੈ। ਸ਼ਹਿਰਾਂ ਵਿੱਚ ਬਰਸਾਤੀ ਪਾਣੀ ਨੂੰ ਸੰਭਾਲਣ ਦਾ ਕੰਮ ਕੀਤਾ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ।
ਇਸ ਮੌਕੇ ਸਿਫ਼ਰ ਕਾਲ ‘ਚ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਨੇਤਾ ਪ੍ਰਤਾਪ ਸਿੰਘ ਬਾਜਵਾ ਨੇ ਕਿਸਾਨਾਂ ਦੀਆਂ ਫਸਲਾਂ ਦੇ ਹੋਏ ਨੁਕਸਾਨ ਤੇ ਮੁਆਵਜੇ ਦਾ ਮੁੱਦਾ ਚੁੱਕਿਆ। ਬਾਜਵਾ ਨੇ ਸੂਬੇ ਵਿਚ ਮਾਈਨਿੰਗ ਤੇ ਅਮਨ ਕਾਨੂੰਨ ਦੀ ਵਿਗੜਦੀ ਸਥਿਤੀ ‘ਤੇ ਚਰਚਾ ਮੰਗੀ। ਬਾਜਵਾ ਨੇ ਫੌਜਾਂ ਸਿੰਘ ਸਰਾਰੀ ਦੀ ਬਰਖਾਸਤੀ ਦਾ ਮੁੱਦਾ ਚੁੱਕਿਆ।
ਆਪ ਵਿਧਾਇਕ ਕੁਲਵੰਤ ਸਿੰਘ ਪੰਡੋਰੀ ਨੇ SGPC ਦੀਆਂ ਚੋਣਾਂ ਕਰਵਾਉਣ ਲਈ ਵਿਧਾਨ ਸਭਾ ‘ਚ ਮਤਾ ਪਾਉਣ ਦੀ ਮੰਗ ਕੀਤੀ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਪਹਿਲਾਂ 2016 ਵਿਚ ਵਿਧਾਨ ਸਭਾ ਨੇ ਮਤਾ ਪਾਸ ਕੀਤਾ ਸੀ।
ਕਾਂਗਰਸੀ ਵਿਧਾਨਕਾਰ ਸੁਖਵਿੰਦਰ ਕੋਟਲੀ ਨੇ ਆਦਮਪੁਰ ਦੇ ਫਲਾਈਓਵਰ ਨਾ ਬਣਨ ਕਰਕੇ ਲੋਕਾਂ ਨੂੰ ਆ ਰਹੀਆਂ ਦਿੱਕਤਾਂ ਤੇ ਨਗਰ ਕੌਂਸਲ ਦੀ ਰੋਕੀ 6 ਕਰੋੜ ਰੁਪਏ ਦੀ ਰਾਸ਼ੀ ਜਾਰੀ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ।
ਗੁਰਪ੍ਰੀਤ ਗੋਗੀ ਤੇ ਗੁਰਦਿੱਤ ਸੇਖੋਂ ਨੇ ਸਕੁੂਲਾਂ ਲਈ ਅਥਾਰਟੀ ਬਣਾਉਣ ਤੇ ਸਕੂਲਾਂ ਵਿਚ PT-DP ਦੀ ਭਰਤੀ ਦੀ ਮੰਗ ਕੀਤੀ।
